California Gov. Gavin Newsom on Wednesday called for his state to scale back healthcare for illegal immigrants in an effort to help balance the state budget that went from having a small surplus in January to being $12 billion in the red by May.

The California governor is taking harder lines as he confronts a budget shortfall, frustrations among constituents and other pressures that hover over his national ambitions.

Gov. Gavin Newsom's budget plan walks back his promise to provide free healthcare to undocumented immigrants, caps overtime for in-home support service workers and reduces Medi-Cal benefits for Californians.
